1. Certified Rice Seed Distribution
  1. Farmer-client fills up attendance sheet.
  2. He is directed to approach the personnel in charge of his barangay according to a color code.
  3. Farmer's name is verified if existing in the masterlist.
  4. If farmer's name exists in the masterlist, he is given a chit and instructed to approach a personnel in charge of masterlisting farmers who will avail in the program.
  5. Farmer is requested to present identification and proof of tillage before he is masterlisted.
  6. Once masterlisted, farmer will pay the required subsidy for the seeds and is being issued a pick-up slip to be presented to the warehouse man.
  7. Farmer picks up his certified seeds.

Hybrid rice seeds farmer's counterpart will be the remaining balance after deducting the gov't. subsidy in the amount of 1,500.00 (Good for this cropping only: May to June, 2009)

2. High Value Fruit Trees Distribution Program and other fruit trees (Grafted and non- grafted)
  1. Client inquires if fruit trees desired are available.
  2. If fruit trees desired are available, client is given a slip for payment at the treasury office.
  3. After paying, client comes back to the personnel in charge who takes note of the OR number and masterlists the client in a record book for the purpose and issues a pick up slip to the client.
  4. Client presents the issue slip to the nursery in-charge and picks up his fruit tree seedling.

3. Vegetable Seeds Distribution
  1. Client inquires if veg. seeds or seedlings desired are available.
  2. Seeds are kept at the office while seedlings are kept at the nursery.
  3. If requested seed is available, client is listed and required to sign on the space provided for the seed received and is given the requested seed.
  4. If requested seedling is available, client is listed and required to sign on the space provided and is issued a pick up slip to be presented to the nursery in charge.
  5. Nursery in charge receives the issue slip and gives the requested seedlings indicated in the slip.

4. Hybrid Chicks Distribution
  1. Client inquires if chicks desired are available.
  2. If available, client is listed and given a slip for payment at the treasury office.
  3. After coming from the treasury, client's OR is noted then he is given a pick up slip for him to pick up the item on a designated place.
  4. Client picks up the chicks.

5. FITS Center IEC Materials and Internet Services
  1. Client inquires about technology desired.
  2. If technology desired is available as IEC material, client is requested to have the material photocopied especially when copy is already limited. If technology desired is not available, the technology is searched in the internet.
  3. If there is sufficient time, farmer is taught on how to access the internet by himself through the assistance of an information technologist/FITS staff
  4. FITS staff provides a hard copy of the technology searched upon client's request and availability of resource materials.
  5. Client is requested to sign on the logbook for FITS and to record materials availed.

6. Animal Health Services
  1. Client requesting for vaccination services(Dogs- anti-rabies, ducks and poultry- NCD, cattle & carabao- Hemosept, swine-Hog Cholera, goats and sheep- Hemosept) will be accommodated by schedule. Schedules are informed to the Bgy. Council.
  2. Client requesting for animal treatment services will report the case to the office ofthe mun. agriculturist for immediate action.
  3. Clients requesting for services other than that stated above will be accommodated through schedules.
  4. Clients requesting for laboratory examinations of canine heads at RADDL Tuguegarao City must submit canine heads that are kept frozen for accurate results.
  5. Clients requesting for shipping permit are required to accomplish form for the purpose.
  6. After paying the required fee at the treasury office, permit is signed by the LI and MA.
  7. Client is advised to present permit to the PVET at Ilagan, Isabela (as required)

7. Munggo Seeds Distribution
  1. Client desiring to purchase munggo for seed purposes is directed to pay at the treasury. After coming from the treasury, OR is noted by the personnel in-charge and issues a pick up slip to the client.
  2. Client presents pick up slip to warehouseman.
  3. Warehouseman gets pick up slip and releases munggo seeds and inoculant to client. (Schedule of releases for this commodity is seasonal.)

8. Fingerlings Distribution
  1. Client requesting for fingerlings will be listed in the masterlist of recipients.
  2. Release of fingerlings is scheduled every Friday subject to availability of stocks from BFAR
  3. Recipients are notified thru cellphone on a Thursday if fingerlings are available the following day.
  4. During the time of releasing , recipients are required to sign in the masterlist of recipients.

9. Institutional Development

A. Revitalization/Strengthening of Agri-based Organizations

Client to submit to the AT/RIC coordinator the following requirements:.

Requirements:

  • Schedule of re-organizational meeting set by the barangay requesting for revitalization/strengthening
  • RIC Enrollment for the current year duly signed by A. T. concerned noted by the mun. agri't.
  • In case of non-functioning org., the last RIC enrollment can be submitted.
  • In chasse of non-availability of records, the concerned bgy can request a duplicate copy from the Office of the Mun. Agri't in writing.
  • Inventory of properties on the following:
    -Swine dispersal
    -Chicken dispersal
    -Duck dispersal
  • For the past 3 years
    -Financial statement for the past 3 years

11. Request for Certification
  1. Client to appear in person and be interviewed by the Municipal Agriculturist.
  2. M.A. gives the data to personnel in charge and prepares the certification.
  3. Client is advised to pay at the treasury.
  4. Personnel in charge takes note of the OR number and gives certification to MA for his signature.
  5. Client gets the certification.

12. Seeds Production Services
  1. Client applies for seed grower's accreditation.
  2. Seed inspector conducts preliminary inspection and submits report to BPI-NSCQS.
  3. Client applies for seed production. SI validates the area planted and the location of farm.
  4. SI conducts inspection during flowering stage and advise client of necessary actions to take.
  5. SI conducts final inspection before maturity up to harvesting and supervises drying and seed cleaning.
  6. SI brings samples of seed for laboratory analysis at BPI NSCQS and follows up result of analysis.
  7. When result of analysis is released, SI delivers to seed grower including tags.
  8. SI supervises tagging of seeds.
  9. Client is now ready to make business out of his seeds.

13. Distribution of inputs such as CF A, BioN, Zinc Phosphide, Zinc Sulphate, Inoculant. Trichograrnrna cards, Deworrner, etc.
  1. Client inquires if input desired is available.
  2. If input is available, client is listed in a logbook for the purpose, requested to sign and is given a pick up slip. (This is for inputs like CF A, BioN, Inoculant, trichogramma cards, deworrner, etc.)
  3. Client picks up the input at the warehouse.
  4. If the input requested is not available, client is instructed to call or inquire at CP # 09209030045 for the availability of the inputs being requested.
  5. For requests of zinc phosphide, client is given a masterlist for listing the farmers with their corresponding signatures in a compact area so that baiting will be massive.
  6. When the masterlist is provided, the LGU AT computes the zinc phosphide needed in proportion to the bait.
  7. AT sets the schedule for massive baiting and instructs the client to provide their counterpart.
  8. AT gives the letter to the client for the information of the community through the Brgy. Council.
  9. AT goes to the Brgy. at the schedule set and brings the required quantity of Zinc Phosphide based from the masterlist provided by the client.
  10. AT demonstrates and gives lecture at the barangay community center on how to prepare the mixture and on how to do the baiting in the barangay or area.

For BioN, CFA & Trichocards:
Client is requested to bring a bag for containing the inputs. Trichogramma may hatched intransit so the client is required to bring containers with small amount of ice.

14. Search for Gawad Saka Awardees
  1. LGU-Agriculture office conducts the search for outstanding gawad saka achievers in the field of agriculture-RIC, Farm family, fisherfolk, HVCC, Entrepreneur, fisherfolk organization, young farmer, young farmer organization, etc.
  2. AT validates the entry and documents it for submission to the province.
  3. Entry is improved and further enhanced once it becomes an entry to the region and up to the national level

Entry must meet the criteria:

  • Viable projects for evaluation
  • Willingness and cooperation of client to join in the search
